Since the RGSP is a regional project, the project team includes stakeholders from throughout the Five Cities communities. The RGSP stakeholder agencies, which include the South San Luis Obispo County Sanitation District (SSLOCSD), the Cities of Arroyo Grande, Pismo Beach and Grover Beach and the Oceano Community Services District, are working collaboratively to implement the project.

The RGSP was originally kicked off as a result of the City of Pismo Beach’s Recycled Water Facilities Planning Study in 2015.  The effort became a regional project in 2016 through collaboration with the SSLOCSD and its member agencies, the Oceano Community Services District and the Cities of Arroyo Grande and Grover Beach. Since then the project has been a joint effort driven by all the RGSP stakeholders.

The current vision for the RGSP is that the first phase of the project (Phase 1) will include construction of an Advanced Treatment Facility and injection of flows from the Pismo Beach Wastewater Treatment Plant and that Phase 2 will include expansion of the RGSP to treat and inject flows from SSLOCSD’s Wastewater Treatment Plant flows.
