The revised Notice of Preparation of a draft Environmental Impact Report (EIR), being prepared by the City of Pismo Beach for the Central Coast Blue project, is open for public review and comment. The EIR will be a critical step towards the permitting and approval of Central Coast Blue, a regional advanced purified water project that will enhance water supply reliability and reduce drought and seawater intrusion impacts. The City is issuing this Revised Notice of Preparation to notify public agencies and the public regarding the determination of locations for the proposed Advanced Treatment Facility (ATF) complex, distribution pipelines, and monitoring wells, which were previously unknown, and to request input regarding the scope and content of the Draft EIR in light of these modifications of the project.
The public review period begins Monday, April 13, 2020 and ends Thursday, May 28, 2020 at 5 p.m.
During the review period, an online public meeting will be held by the City of Pismo Beach on Thursday, May 7, 2020 at 6:00 p.m. via videoconference. This videoconference will be held in accordance with the provisions of Executive Order N-29-20, which authorizes local legislative bodies to hold public meetings via teleconferencing and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body during the period in which state or local public health officials have imposed or recommended social distancing measures. Executive Order N-29-20 also waives all requirements in the Brown Act requiring the physical presence of personnel of the legislative body or of the public as a condition of participation in or quorum for a public meeting during the period in which state or local public health officials have imposed or recommended social distancing measures. The City expects the draft EIR to be available for public review sometime in Summer 2020, at which time additional public hearings will be held.
